Not necessarily so.  The Thrift Savings Plan for federal employyes has a
very low overhaead.  Something along the lines of <1%.  One of the
reasons is that they aren't paying their executieves a million os so a
year.

No, they make them based on criteria such as whose investment banking
business their handling.

This is a very real possibility and not just coming from the left. 
Partisans on all sides are going to want to use this money to reward/punish
according their prejudices.
