No, not really. Your "tests" merely showed that no matter what your M34F's
transmit level is set to, it makes no difference to he remote modem.
IMHO the problem is not your M34F, probably not even your phone line or local
exchange and can't be fixed by you. If you can get 28800 bps connects when
calling other BBSs then the problem is more likely to be the remote modem,
the remote exchange or the "path" that the call follows between the local
and the remote exchanges.

I don't think so, but the theoretical maximum Tx level is "%L" plus the 6dB
"standard" attenuation provided by the Telstra PSTN. So if you
have "%L13"
then your modem's signal should be -19dBm when it leaves the remote exchange.
Of course, that's under ideal (impossible) conditions. There's signal loss
at both ends between the modem and the exchange, particularly if there's you
are a fair distance from the exchange. Also, some my biggest problems in the
past have been due to faulty line cards at the local/remote exchange and
faulty inter-exchange connections.
