Actually it's (slightly) over half.

Back in 2004, an election with higher than average turnout, Bush minor
and Kerry between them netted a bit over 105 million votes - out of 220
million eligible citizens, not even half.  Bush minor won with something
over 59 million votes.  Unmentioned was the fact that 160 million people
did NOT vote for him.  In 1996 Bill Clinton's "mandate from the people"
consisted of something over 15% of eligible voters - most of whom did not
vote.

IMO they should put "None of these crooks" on the ballot, there would be
nearly 100% voter participation and nearly every one of our career
politicians would be unemployed.  Which, of course, is why that option
will never be available.  Sure, you can write it in, but in national
elections write-in votes don't have to be counted - thus sayeth the
Supreme Court of the United States in 1994.

Probably thirty years ago that "None of the above" option was tried in a
local election, I think in Nevada, and it got more votes than all of the
other candidates combined.  Apparently the people there all knew the
candidates.  As far as I know it's never been tried again, there or
anywhere else.
