I wonder when the last time was Congress convened, everyone
decided nothing needed to be done, and everyone just went home. Sure
Clinton was full of it. First he says there will be a balanced budget
if about 20 things all happen at the same time, then he says the surpus
should be dedicated to reviving the viability of Social Security while
lecturing members of Congress on not spending the surplus before it
materializes, and finally, he leaps into proposals for 28 new spending
programs amounting to hundreds of billions of dollars.
"Gosh, it looks like I'll have $3 left over from my paycheck.
Let's go out an borrow $300...we can use $30 to pay the interest on the
$3,000 we already owe and spend the rest." v
