Hmm. I wasn't IRS, but once I audited a contractor in
Baltimore. He put me in the attic of the building next door
with a malfunctioniung calculator and a broken window so the
pigeons were in and out and there was bird shit everywhere. He
also refused me access to the files, insisting that I go to him
personally for each record I wanted to review. He often was
not in his office.
Because he was a minority contractor, I stayed the week,
offering suggestions for improvement of his system and records
as I progressed. But as things got no better, at the end of
the week I went back to philadelphia and disapproved his last
three vouchers on the basis that he offered no supporting
documentation. He wrote a letter to the program people,
claiming I was prejudiced. They investigated, and sustained my
disallowance of the 3 vouchers. I think I might have done
things his way in re the records, if it hadn't been for the
bird shit.
You don't have to make your auditors happy, but you shouldn't
tick them off. IRS can make things really hairy for you, and
over a period of years, even if your returns are perfectly
legit.
