NOt sure if the republicans would have, or wouldn't, but had we done as you
describe above the attack might not have
happened. Also, as you note, maybe we wouldn't have had to
use a nuke in anger.
YEt fdr knew the mood of the people who elected him. THese
were the same folks who were still recovering from a number
of events. THe dust bowl years; the great depression, etc.
We're a full generation past ww 1 and folks still recall
that. The mood of the average American was to work at
getting on and staying on a course of prosperity, and
foreign military adventures weren't quite his idea of the
thing to do.
