The closest thing real world would be the British Navy of the 17 and 18
century.  Her ships did discovery, scientific expeditions, show the flag,
and of course, fight.  These are the same tasks we see Starfleet performing
on the wider galactic stage.  In that basis I would say they are doing what
they "should".
