Flow control in the modem is set by the use of a modem command, usually as
part of the init. Configuring the comm program for a particular type of flow
control _does not_ change the modem configuration - they're separate things.
The commands vary by modem, but Rockwell chip modems generally use &K3 to
enable hardware flow control.
