The problem with any intelligence agency, is that when they do
their job right, the public will never find out about it.

It's only botched jobs that get public scrutiny. There is no such
thing as a "known" plus/minus ratio in intelligence, so any news
about CSIS or the CIA or MI5 will always be bad. If we actually
found out about all the good things, their whole humint network
would be compromised and destroyed. To paraphrase Martha, "That
would be a bad thing!" :)
