Sounds like a red letter camp, John.
From my perspective, having taken over a Troop 2 yrs ago that was in
disarray--your Troop is.
The solution I recommend is to hold a parent's meeting and explain that is
someone does not step forward as a Scoutmaster, the Troop folds.
This sounds drastic, but either the boys whom are there "get the programme",
or they don't. It is better to have the boys in another Troop to get the
programme they are there for, rather then carry on for the sake of the
charter, etc.
It sounds harsh, I know, but it is the best course, in my opinion.
