Well assuming that you are receiving weather (which is the one signal
which just about everyone can receive anywhere in the U.S., the signal is 
eal
strong even without an antenna at all it can be picked up), so the
Uniden is obviously working fine, its just not getting any other signals, 
which in that case, the answer is to quite simply get a bigger and/or
better anttenna for the BearCat scanner.  (I dont know what kind of
antenna he has on it now, if its just the stock 12 inch retractable
cheapo' 43.95 antenna, your not gonna' get much..   So what  I recommend
is going to radio shack and getting the  18 inch center loaded antenna
which sells for about $9.. It will improve reception by about 25 percent
over the stock Uniden antenna..  If you wanted to take that one further,
you could and should get a high quality mobile antenna (ask the Radio Shack
employee which one he thinks is best, their are several models to choose from 
and i cant describe them all.. This is the best option and will cost
$50, its only drawback is that the antenna has to be permanently mounted on 
the car (actually they do also have 'magnetic model' antennas that can be 
removed. (The mobile car antenna will increase reception by about 50 percent.
