I have a solution to the problem, get and use Ray Guinn's SIO drivers!  He 
specifically wrote in a segment of code that allows addressing the ports on 
this card as COM.SYS could not at that time.
Latest release version is SIO160D and there is a second beta out on version 
2.00.
