Georgia started out as a debtor's prison.  And South Carolina was for
murderers and such.  However that isn't the half of it.   Europeans
soon found that Native Americans made poor slaves and servants.  They
fought captivity with a vengeance, and they were too highly susceptible
to European diseases.  Small Pox, Chollera, and others claimed the lives of
over half the Native population in the colonies by 1650. They were also
remiss in showing the proper humility and awe in being
"discovered".  Prisons in England was filled to capacity.

It dawned on the Europeans that it was going to be hard to get dead
"Indians" to work. "White" convicts who were brought in
by the thousands as slave labour didn't appreciate being whipped or beaten
for
no pay either; they ran away or wanted their own slaves when their
"indenture" was over in seven years.

Britain set up penal colonies in America, South Africa and Australia to
provide a slave labour force for their rich plantation owners. They emptied
their jails of the dregs of London, Birmingham and Liverpool; sending
thousands of white thieves, pimps, prostitutes, rapists and murderers into
the growing colonies.

Modern "whites" like to think that their ancestors came to
America on the Mayflower seeking religious freedom. About twenty
"whites" came on the Mayflower; millions more came to the
colonies chained in prison ships after standing before a judge who gave
them the choice between seven years of slavery in the colonies or a
hangman's noose.

But "whites" didn't hold up well under the lash either. Who was
going to clear forests and build roads and dig ditches and build cities and
chop cotton and tote barges and lift bales without dropping dead in the
heat?
Hmmm . . .

Well we know where that one went.

Additionally, the westward expansion wasn't all men and women seeking a new
life and fortune.  Estimates are that fully one third of those that
traveled west did so to escape criminal prosecution in the east. This
coupled with the lack of law enforcement on the western frontier goes a
long way in explaining the violent history of the American (USA) West.

In reality, England really didn't start using Austrialia, with a vengeance,
as a penal colony until they lost their penal colonies in the American
Colonies.  The North American continent was quite a bit closer, after all.
After the Revolutionary war, England shuttled their prisoners to
Austrialia, and New South Wales primarily.
