In G-trek the Excelsiors are being pulled back and reallocated.  They no
longer have the speed to be front line ships.  They are not upgradeable to
the wf9.5 cruise .  As a result Starfleet is phasing them out.  Those that
have served their time are scrapped.  Those with some life still in them
are going to planetary defense forces.  An Excelsior is still dangerous in
a knife fight, very dangerous.
