It's one frame per message. The frame header knows how long the frame is,
plus how much is being used for the message. That way you can reuse any
free frame that's >= the new message size.

I don't do C, or Perl. If I write an sqpack replacement, it'll be in
Python. It's slow, but messagebase maintenance isn't done often enough to
matter.
