Ezycom and Renegade are in active development.  The source code for Mystic
that was released is incomplete and rather buggy (if the 1.08 source was
released, that'd be a different story).  Save for those two, Synchronet and
maybe WINServer, I don't know of any other "mainstream" BBS
software that's being constantly developed for the Windows/DOS platform.  I
believe that Bo Simonsen has taken over Daydream/Linux upkeep and I believe
MBSE is still being worked on AFAIK, but other than that, it's slim pickins
for BBS software that's got the code released.

Something else: I know you're not a programmer but having to wade
chest-deep into someone else's code is a rather unpleasant thing to do at
times!
