I had three of them appear in ST-OM The USS Excelsior, used as a training
cruiser for cadets.  In late ST-OM the ship is damaged by a surprise
attack, and is retired to the Starfleet Museum.

The USS ShiKhar is an Enterprise-B style Excelsior class.  Although
rigorously updated there was just no way to upgrade the speed of the ship.


The Excelsior class USS Kongo was the setting for the crew of the USS
Endeavor until they had to damage Her past recovery to halt a menace to
Federation safety.

In ST-OM these ships are just about used up.  They haven't been produced
for 30 years,  and they can't get an engine upgrade past warp 6 cruising
speed.

They should be retired to rear echelon duties, local defense duties until
used the rest away up.  However, the Federation in Jay-Trek is coming into
a time where ever possible modern ship will be needed for a crises, leaving
older ships to fill the gaps.

Afterwards, the Federation president will mandate a more engaged policy for
Starfleet leading to a condition of desperate need for ships and crews. So
the Excelsiors will be flogged until they just can't go any more,  while
ship yards work hard to build new Steamrunners and Norways.

They're slow,  the hulls can't be adjusted to new tasks like newer ships,
and there are situations where they just aren't as comfortable for some
purposes.

On the good side for story telling,  these ships tend to be stocked with
any one they can get to man a starship with, which can mean a personality
filled starship.

In combat, these ships range from old and out-of-thier-league (Ships that
haven't been upgraded since Kirk died)  to surprising (Ships with brand new
computers, shield generators, phasers, targeting sensors and so on) 
Pirates have learned to watch for shielding signatures and sensor
signatures to detect an upgraded Excelsior.
