Ah no.  Having the models to play with and scaled to each other, the
Sovereign saucer section is a third the size of the galaxy.  It will all
fit inside the phaser ring on the Galaxy.  Likewise the secondary hull is
smaller.  The Sovereign is longer, but that is the only dimension that is
greater in any way.  The Galaxy is a much larger ship.

The Sovereign lacks the saucer separation capacity, it is sizably smaller. 
Ergo it's a cheaper ship to build as it isn't as complex, isn't as big. 
Thus state the scaled models.

With smaller mass comes smaller crew and less flexibility.  The Sovereign
is either a more limited multifunction ship with shorter legs, or it is a
heavy frigate with similar legs to the Galaxy and a less flexible mission
profile.
