I just use a heater that you get from a fish store, nothing special, or you 
can get the ones that you can submerge, both work fine !
I keep the temp in the inner tank (see past drawing) about 93-95
and as the chicks grow up then I remove the towel to allow more of the heat 
to esc.

New babies, I line the inner tank with shavings then put paper towel down, 
just for ease of cleanning
I know of a lot of breaders and none of them have had problems
I guess that person just had bad luck !
