My guess is that (A)bortion starts with "A" and (B)aby starts with "B",
That was my first thought when I read it. But I am not the overly-paranoid
type, and don't usually get over-excited about things.

Many far-right-wingers are against abortion and against giving money to
single parents who decide to keep the babies. I think that is where he was
going with that. I have always felt like that is quite a contradition in
their feelings... "do the 'Christian' thing and make them keep the baby,
but don't use my tax $$$ to help them with it once it's born." I guess
supporting wayward young women is not Christian.
