It's executable as it stands... it contains it's own decoder.
Detials are available in the 80XXX conference (or PDNECHO if 80XXX is dead)

just give it a *.com filename (or *.exe - dos treats both identically)
and run it.

yeah... the encoder that turns executables to text just pads the last line
with ### the decoder stops when it sees a " so I just typed some notes
into the last line and saved it in an accessible location so I can post it.
