They would have trouble getting any productive IT projects done in 90 days.
Having been on a few where the contract company changed mid-stream
(including one where they got bought out, twice), I can attest that a lack of
continuity on such projects does no good for the customer. In this instance,
that would be the taxpayer.
Other than that, I do not disagree with you.
