I think you may well be on to something of more impact in black 
communities than 'IQ', whatever *that* is.  The BBC reported a 
study of monkeys and aggression, suggesting a hereditary link. 
 
They found lower seratonin levels in some monkeys was genetic, and 
that further, these monkeys slept very poorly on that account.  In 
the jungle, this was of some use, as these night owls were awake
if a panther showed up, and warned the whole tribe. 
 
Problem was, during the day, they were a pain in the ass; they had 
very short fuses, and would lash out violently at any, or no, real 
provication.  However, in territorial clashes with other troops, 
the low seratonin ones were in the front line, did the most harm 
to the interlopers, and suffered the greatest casualties. 
No doubt, in Africa full of indigenous tribes, humans had similar 
problems with neighbors and predators.  However, in the new Steppe 
environment, the challenge was not threats from neighbors, for the 
population was far too sparse, but from the environment itself, a 
long artic winter. 
 
To cope with that, unlike Africa, everyone moved into the same 
'long' house instead of separate huts for every family.  Several 
months of the year, personal space was very limited, and social 
harmony in such crowded circumstances was critical.  Those who 
could not control their aggressive impulses would have been put 
out in the cold, and- eliminated from the gene pool. 
 
So, in the 30 millennia of mammoth hunting, the Aryan race has a 
number of physical adaptations to dark cold climes... white skin 
and full beards for instance.  To assume that there would not be 
also a social/emotional/intellectual evolution looks unlikely. 
 
This is not to say that the black, or any other race, does not 
have *individuals* in full control of their passions.  Just that 
the percentage has an effect on the social structure; small, and 
local, and simple heirarchies are more flexible to disruption by 
random violence.  Large, complex, technological are infamous for 
a high degree of uniformity- e.g. the gray flannel suit.
