FWIW, here's my 2 cents worth.  I've always taken @ to mean "at" and 
have always used ea. to mean "each."  I think that way it's very clearw
what is meant on an order.  I would not even hesitate to spell out 
"each" if necessary.  That way there is absolutely no doubt as to what 
you mean.  Unfortunately, not everyone is familiar with the same 
abbreviations.  But if I were on the receiving end of that order and I 
wasn't sure exactly what the customer was wanting, I'd be on the phone 
to them asking.
 
Not only that, I do think that in this day and age of the internet, most 
people are (or soon will be) associating @ as meaning "at."
 
Well, just my opinion, but you asked for it.  I'll be interested to 
see some other opinions on this too.  Hope you get some good answers.
