If your uplink is your only connection then:
Route hold file 3:690/650 WORLD
However it is better to use All statements and necessary if you have other links. eg:
Route Hold File 3:690/416.1
Route Hold File 3:640/416.2
Route Hold File 3:690/650 1:ALL 2:ALL 3:ALL 4:ALL 5:ALL 6:ALL
Then if you actually poll your uplink you can either use a schedule or a
crash poll line. A schedule can be placed in route.cfg and looks like this.
Sched Fidonet
Change Hold Crash 3:690/650
In case of link failures and busy rings on your uplink you can also add a
failsafe so Binkley doesn't keep trying for the rest of eternity :)

Change Crash Hold World
Then all you need to do is run the poll as an event in Binkley using a
squish command like sq386 -sFidonet The -s tells squish to look for the
Sched line matching the option (fidonet) and execute it. Thus also, as the
next event you would run sq386 -sPollfailed to turn any outbound packets
back to hold. This is the failsafe in case your uplink is busy or went
offline or whatever on those odd occassions (which do seem to happen).
The "File" in the statements just allows for the transfer of
files as well as mail. You can also use the "Send" statement
rather than the "Route" statement I have used for singular links
like your points. But Route will work just as well.
