Have you written to the state of La. to inform them of your desire to
locate your sister... Include your  current location; name, address and
phone number.   I am sure someone has already suggested that you contact
ISRR in Nevada.... in the event your sister is looking for you.. There is
a book Lifeline by Virgil Klunder that gives information on each state as to 
the laws pertaining the adoptees rights.  The book also contains some good
search tips, ie. things to do, places to write.
Hopefully you will have success in 97.  :) :)
