I would guess it's a software problem. First things first; go through the
usual download-all-updates-and-patches cycle, for the display adapter, the
DVD player app and maybe even the OS. The adapter is a bit low-end, but it
should at least play something (and probably will play just fine).

Refresh rate on LCD displays has not the same effect as on CRT's.
Typically, LCD's only flicker when they're about to die. Still, if you have
bad power at the office, an UPS is a worthy investment to protect the
hardware.
