Some S3 and ATI Mach64 are I believe the culprits. In SVGA modes they use
an I/O range which overlaps 2E8-2EF to store linear addressing control
information. So you can't use COM4 with one of those cards running in one
of those modes.

Has SFA to do with Win4 though, it's a video hardware limitation.
