Sounds like he's proposing to move the needed data from the server to a
backup mini-LAN comprising just Billing and Admitting. Or possibly just
moving the data from the server to a standalone computer in each
department.
If the server is down, how's he going to get the data off it?
How much data is there that would have to be moved?
If Billing and Admitting data interacts in any way and they're not tied
together in their own mini-network, how's he going to re-sync the data
with the server data?  Even if he time and date stamps each record, it
won't be reliable.
Gees, how long will the network be down?
Sounds like a pair of mirrored servers would be more stable and
possibly cheaper, given the costs of lost productivity for the workers.
Two servers running in parallel could have one hot-switched if the
other one goes down for maintenance or because of a failure.
