It doesn't, but there are no 100%-solutions, anyways. If you define "unsmart"
by IQ < 100, that would be 50% of the population by definition. Assuming the
others also had a 50%-definition, the probability of meeting all four
requirements would be less than 7%, which resulted in an improvement in 93% of
all cases, which certainly isn't bad.
