I have them here in a Unixized format (by which I mean the line endings
were converted, and it's tar-gzipped instead of zipped; but that should
present little trouble for DOS users):

The original (DOS-format) zip file was on the Blue Wave site until quite
recently, but that site is gone now.

The specs are presented in the form of a heavily-commented C header file,
along with some explanatory documentation.

The only available source code I know of for a Blue Wave reader is that of
MultiMail, and of SkyReader. But these are full programs, not skeletons,
and the code is GPL rather than PD.

If you'd like to contribute to MultiMail, that would be great. :-)
