Hello Ken, I have a NetComm E11F modem and I have similar problems. When I use Telix for DOS it is initialised OK and works well, when I use Hyperterminal in Windoze 95 the modem is also initialised and works well, however when I try to connect to the MPCUG Internet service the Internet dialler returns a message that the Modem is not responding and that I should turn it of, then back on again and retry. This does NOT work, the only way I can get it to work is to select MODEMS in Control panel then select diagnostics, the modem is then interrogated, it returns the settings of various registers etc., then I can dial the Internet. If there is a busy line and I cannot get through I usually have to go through the same procedure before I can redail, but not always, about 90% of the time I have to. I put this to the gurus at PC World on Line and they report it is a known bug in Windoze 95. I know this does not help you but it may explain your problem.
