My pet customs theory is this:
        If anybody really evil wants to get into the country to do some
        dreadful deed, all their paperowrk will be perfect.  Therefore,
        if anybody has perfect paperwork they should be kept out!  If
        the person is confused and has terrible paperwork, they are
        probably OK.  Let them in!
