I have heared/read about unarmed people being killed, but not murdered. And I
guess those numbers could be reduced drastically by not sending officers out
all alone, because one suspect with a gun and one officer means the suspect can
just shoot him and get away. And officers know that, so they are way too
trigger happy, since it's all abot beeing the one who shoots first.

I remember a case in Germany where a man tried to steal from a supermarket and
his response to "Hands up! Police!" was to pull a short black pvc pipe out of
his jacket. He got shot, which technically means they shot an unarmed man.
Legally, it was in self-defense, because the officer had reason to believe that
the  pipe was the barrel of a gun, even if it later turned out not to be.
