Without a significant amount of delicate hardware hacking, some of which is
quite likely to render some rather expensive gear into rather expensive
junk if the cutters or soldering iron slips - it doesn't appear possible. 
There's no physical connection from the modem audio to any accessible
place.  A microphone isn't a hope - have you ever listened closely to a
modem speaker?

Someday, when DSP technology built into motherboards is permitted into the
country, perhaps.  Almost certainly as a shady operation subject to heavy
fine if caught - there are few limits on the nonsense our lawmakers can
produce.
