ftp://ftp.icq.com/pub/ICQ_Win3x/ .  Filename is icq311.exe, and you need
to download and install the Win32s extension in order to run it on
either plain Win3.1 of WfWG (ftp.icq.com/pub/ICQ_Win3x/Win32s/pw1118.exe).

IOW, there is no 16-bit ICQ client.
