He didn't *invade* Finland but he did have an alliance with them.  Prior
to World War II Russia invaded Finland and carved off a chunk of
territory, Finland used the alliance with Germany to get that territory
back - and then stopped.  Finland wouldn't permit Germany to use its
territory to complete its encirclement of Leningrad.
