Somewhere in Holland, I think.

In Germany (and some other European countries) there are no priority signs
on housing estates and some other places.  You give way to traffic on your
right.  This leads to everyone slowing for every junction, rather than one
road having priority and thus encouraging speeding.

I once hit a car belonging to the local mayor.  I was fined DM100 for not
obeying this system ("Misachtung der Vorfahrt") but later got a
very polite letter from the mayor apologising for his speed puttng me in an
"unfortunate position".  We had a beer together and shook hands
on it.
