To an extent, that doesn't matter. Visitors are entitled to treatment
under the NHS. There is a fair bit of "medical tourism" - and no
need to tale out medical insurance when visiting the UK.
Of course, there _IS_ such a requirement when I visit the USA.
Across the EU, we have the EHIC system - so a UK citizen receives free
healthcare throughout Europe.
