The House of Commons passed legislation saying the government would have to produce, within 60 days, a document outlining how it would meet Kyoto targets. The Tory Prime Minister, who heads a minority government, said he had no intention of doing so (probably because the bill was introduced by an Opposition party). And, suddenly, all heck broke loose because, in effect, the PM had said he was going to pick and choose the laws he would follow. Incidentally, before the bill becomes law, it has to be passed (and it likely would be passed unamended) by the Senate and then proclaimed by the Governor-General. The G-G acts on the advice of her ministers -- the most senior of whom is the PM -- and the PM/Cabinet have on occasion delayed proclamation of entire bills or sections of bills. At the end there is a summary of the position of the Tories, Liberals and NDP. The Green Party's position does not appear.
