I got into this a little deeper.  The flashy thing in the left upper corner
does stop when this happens.  ALT-M causes it, and so does "D"
(dial next call).  It appears to involve the dialing routine.

Bink totally freezes until the next keypress.  Changing to another window
will also unfreeze Bink.  It freezes at the point where the
"Status" line in "Current Settings" changes to
"Dialing" right before the  countdown display starts.
