If I may step in...

last time I talked to a lab person with experience in the vaccine market, he
told me that using a big number of subjects alone does not count as good
testing.

If I develop a med that causes you to grow a second head the 18th month after
the first administration, the fact I tested the med in a million subjects won't
help the least if the testing was conducted for less than 18 months.
