I'm not explaining myself properly.  In my mind...
"Scanner can do it if you add/cut a diode." = blocked.  For example, cellular 
on many pre-1994 scanners, the 55-88 MHz range of the Pro-43, etc.
"Scanner can do it if you make non-trivial changes to the hardware or change 
the programming." = scanner doesn't have that capability.  For example, 
cellular on many more recent scanners, the 1000-1300 MHz range of the Pro-43, 
etc.
In my mind, there's a big difference between, for instance, a US Pro-2006 
which can be cellular-restored by clipping a single diode, and a US Pro-2042 
which can (well, may) be cellular-enabled by performing brain surgery.
Or "liberating" 100 channels in the Pro-2004 by clipping a diode vs. "adding" 
thousands of channels by wiring in a new RAM chip.
