Ok, found the problem, it is one that has been around since early 0.92.
(sadly)
The PATH statement in /etc/init.d/mbsebbs causes breakage within
runlevels, I had forgotten about this problem for some time.
To fix, change the PATH statement in /etc/init.d/mbsebbs to
PATH=${PATH}:${MBSE_ROOT}/bin
Here is a diff of my working script, vs the source repository original.
#diff /etc/init.d/mbsebbs /opt/mbse/mbsebbs/script/init.Gentoo

< PATH=${PATH}:${MBSE_ROOT}/bin
- ---
