Simple.  There's a company that specialises in these sorts of devices
called National Communications.  They have about 10 line sharing products
so you can have fax, voice, and modems on the same line.

Some of the products they sell are:

Phone - Fax Line Sharer (detects whether voice or fax/data $299)
note: the above will not answer the phone.  It's simply brilliant at
detecting a fax or modem call when you or an answering machine picks up the
phone.  It will even detect these devices if they don't send out any
initial signal :-)
Fax - Modem Line Sharer  (detects whether fax or modem $329)
Fax - FaxModem Link (turns fax into scanner & printer $?)
All 3 Devices in One Unit (Easy-Connect Pro $349

I guess they can pay for themselves in a year or good if you move about.
