Could be wrong, but I think that downloaded files are stored first in the
cache, and then moved into the required directory?  You may have cancelled a
download, leaving that rather small part of the .exe in the cache.
Can't be sure, but I think that IE does this.  I've never really looked at 
he
way NetScape handles them.
