You miss the point.  Anyway even if you were correct, which you are 
not; it remains that those public telephone companies also use the 
airways which are a public resource and not their private property.

Well, when a person with no bad credit, some good credit and a net
worth of over 1/2 million dollars plus ownership of valuable real 
estate can't get a cell phone without a $800.00 deposit....while a
near derilict living in an old van CAN get a cell phone without a
deposit there is something wrong.

Cellular telephone service is NOT a luxury.  For some people, who are
very mobile it is the ONLY phone service that will work for them.  And,
thank you for mentioning the subsidized phone.....it reinforces my
argument that these deposits are based on other than reasonable and
valid reasons; and that Bell Atlantic Nynex engages in deceptive trade
practices.

The example I gave earlier resulted in the BANM representative calling
to get credit to review the request with them being unwilling to lower
the deposit under $500.00.  The sales rep admitted that Bell Atlantic
was discriminating against young people.
