This may not be related to hpt at all. I actually think it's now an issue
with my hub (which is Synchronet, not hpt), which may only be checking for
MSGID. So if they're not present, it will pass any dupes on to my
Golded+/hpt system where they are found by hpt. 

I believe hpt is working as it should. I'm just receiving multiple of the
same message because Synchronet is passing them through and not catching
them as dupes because there's no MSGID.

While it may be a bug that Allfix is not creating messages with a MSGID
(which would probably pass through any tosser only utilizing MSGID dupe
checking), it's also most likely a bug in Synchronet's tosser that is not
catching them as dupes and sending them on anyways because of that missing
MSGID.

This may in fact give me more motivation to reverse these two systems I
have running here, making hpt/binkd my hub system and Synchronet just an
end point node.
