Well, as a start, I can tell you what it stands for! It's a 

Fido-Opus-Seadog Serial Interface Layer.

I believe that the "fossil" was introduced as a layer between the
software and the hardware, so that the same software could run on many
different hardware or operating systems without modification.

BNU ver 1.70 and XOO ver 1.53 are the fossils of choice for those of us
running Binkley on DOS-based PCs.
