Yes and yes. Specifically, it's a cpio archive with some Red Hat
extensions.

Generally you'd use the "rpm" command, or one of its GUI front-ends. If
you're not using an RPM-based system (like Red Hat or Mandrake), you might
use "alien" to convert the package to something your system prefers, like
.deb or .tar.gz.

Why?

Same way you copy other data between systems. Is it the same box? Mount the
Windows partition and cp the file. A different box? Use smbclient from the 
Linux box, or FTP from the Windows box.
